**RESOLUTION TO REAFFIRM THE TIMING OF THE ELECTION OF THE NATIONAL COMMITTEEMAN AND NATIONAL COMMITTEEWOMAN** WHEREAS, Article IV, Section 4 of the Rules of the Republican Party of the State of Delaware stipulates: "The State Committee, together with its Executive Committee established in Article V, shall constitute the regularly organized statewide governing body of the Republican Party of the State of Delaware. In addition to the duties delegated under these rules to the Executive Committee, the State Committee shall: A. Conduct a business meeting on the eve of each Convention; B. At conventions in which Presidential Electors are to be elected, elect a National Committeeman and National Committeewoman."; and WHEREAS, Article IV, Section 4, B clearly mandates that the election of the National Committeeman and National Committeewoman by the State Committee occurs during General Conventions in which Presidential Electors are to be elected, held in even-numbered years; and WHEREAS, Article VI, Section 2, defines General Conventions as one of the three types of conventions, distinct from other meetings such as business meetings, dinners, or informal gatherings; and WHEREAS, Article IV, Section 4, A, mandates that the State Committee conduct a business meeting on the eve of each convention, but does not designate such a meeting or any other pre-convention gathering as the appropriate forum for the election of the National Committeeman and National Committeewoman; and WHEREAS, in May 2024, the election of the National Committeeman and National Committeewoman was conducted at a dinner the night before the General Convention, for which there was a cost, and although it was later asserted that State Committee members could attend without purchasing a dinner, the additional travel, timing, and potential financial barriers on the evening prior to the convention contradicted the explicit rule and intent of engaging State Committee members during the formal proceedings of the General Convention; and WHEREAS, holding such elections outside the formal General Convention proceedings undermines the transparency, accessibility, and fairness of the process, as it may limit participation by State Committee members who face logistical or financial constraints, thereby violating the democratic principles enshrined in the Rules; and WHEREAS, subverting the rule stipulating that elections occur during the General Convention sets a precedent that could lead to the subversion of other rules, eroding the integrity and consistency of the party’s governing framework; and WHEREAS, it is essential to reaffirm that the election of the National Committeeman and National Committeewoman must occur during the formal proceedings of the General Convention, as stipulated in Article IV, Section 4, B, to ensure accessibility and fairness for all eligible State Committee members; NOW, THEREFORE, BE IT RESOLVED by the Republican Party of the State of Delaware, at its Organizational Convention, that: 1. The Republican Party of the State of Delaware reaffirms its commitment to conducting the election of the National Committeeman and National Committeewoman strictly during the formal proceedings of the General Convention, as required by Article IV, Section 4, B, and not at any dinner, business meeting, or other gathering prior to or outside of the General Convention itself. 2. The State Committee, convention officers, and all relevant party officials are urged to ensure that future elections of the National Committeeman and National Committeewoman are held in a manner that maximizes transparency, accessibility, and participation by all eligible State Committee members, without additional logistical or financial barriers. BE IT FURTHER RESOLVED that this resolution be submitted to the Secretary of the Republican Party of the State of Delaware on or before the evening preceding the Organizational Convention, in accordance with Article XII, Section 10, for consideration at the convention.
